Content bootstrap silently merges on top level node

    Description

      This is problematic for reload-on-startup items: usually merges on the top level node disable the ability to do reloads because such items are not responsible for bootstrapping the top level node they cannot be allowed to remove the node. But this can only be detected when using delta xml syntax. In this case we cannot detect this so we must deprecate its usage. Probably the best strategy is to start logging warnings in 7.10 or 7.9 and then remove the merging logic in the subsequent version.
