Add the getLocalizedName to the HippoBean interface for showing the translated node name

We add this method from the hst 2.05.00 and higher: once we add this method. the hst won't be compatible with ecm version lower then 2.12. Therefor, we prefer to add this method to the 2.05.xx, and keep the 2.04.xx compatible with ecm 2.09.xx
