Locked component item behavior can be inconsistent when the entire channel is locked

When a container is locked as result of a channel being locked (for example due to a project review), but the channel mngr was already opened before another user locked the channel, then the component parameter dialog should show the parameters immutable.

Also drag-dropping of components should behave the same as if the component items was locked itself (instead of the entire channel)

Note that it can be reproduced in community version as follows:

1) Open the channel mngr and go to the component overlay view
2) Go to the console and to the -preview and live config add : hst:locked = true

Now go back to channel mgr. When opening the component dialog, all parameters should be greyed. Drag dropping should behave as the component was lock. And in the html comment, the component should be marked locked by user 'system'
