CC link picker dialog shows all channels making some functionality not working.

Scenario:

1. Go to Hippo Acceptance Project channel and add banner component to some container.
2. Click magnifying glass dial button for added banner component.
3. Select some banner from Alternative channel.

Problem. Nothing happens.

Expected: Should be discussed. 

a) Link picker dialog shows only context channel's items preventing cross channel selection. That is current behavior of component properties picker dialog.

b) Banner from Alternative channel is shown on the page.
