CC doesn't create document if root path does not exist in system.

According to solution description if specified root path does not exist CC should create folder structure matching that path and document there. For now CC doesn't go to step 2 in such case.  (Js error in console)

Reproduced on hap/manage-content page for 'Create content with non-existing rootPath' scenario.
