[Backport 3.2] Allow easy overriding of max cache entries for binaries cache

Add property default.binaries.cache.maxEntries to SpringComponentManager.properties by adding the following config to the SpringComponentManager-cache.xml config

<property name="maxEntriesLocalHeap" value="${default.binaries.cache.maxEntries}"/> 

so that it can be easily changed by setting a property in the hst.properties file.
