Migrate cross channel page copy signalling to composermode call

The "canManageChanges" and "canDeleteChannel" privileges are exposed through the composermode call. Let's align the cross-channel-page-copy functionality and also expose it in that way. This will remove the need for a /features endpoint, and require corresponding channel manager changes.
