[Backport 4.0.2] Integration test fails to stop Tomcat

    Description

      When running the integration tests on tomcat-stop severe errors are logged and the build fails with an error shutting down Tomcat.
      The Severe errors are not seen on 10.2, unclear this is related to the Tomcat version used (8.0.23 vs 8.0.36) or a code/configuration change.
