Implement channel deleted event

Similar to the (Guava) event dispatched when the preview configuration of a channel is created, an event should be dispatched before the channel is deleted (but after the validation checks HSTTWO-3731). In case of error, the handler of the event may raise an exception, which can contain a (non-localized) message to be displayed to the user (at the front-end), explaining why the channel deletion failed.
