Improve HST diagnostics output wrt valves

I noticed that the HDC output for rest pipelines did not log that much. Then I realized that we miss HDC for all invoked valves. The valves (except the cleanup valves) that get invoked are very useful in diagnostics: Not just for finding out how long some valve takes but also to know find out which valves are actually invoked
