Make sure that inherited workspace pages do not get shown as possible 'target' location for page copy

Reproduction:

1) Start up HAP project
2) Edit the 'HAP' main channel and add a new page (for example called 'foo')
3) publish that page
4) Login to the /console and to http://localhost:8080/cms/console/?1&path=/hst:hst/hst:configurations/sub-hap add

hst:workspace
    hst:pages
    hst:sitemap

5) In the channel manager, open 'sub-hap' and click in edit
6) Add a new page
7) Go the [page settings] for that page
8) Now below 'Make a copy of this page' the dropdown for 'target URL' should not contain the page 'foo' from the HAP channel since this is an inherited page (and we cannot copy to that page)
