[Backport 3.1.x] Disable edit menu & page management in inherited sub channel as it results in technical error when tries to add/edit menu/page

Right now if a channel is inherited from the main channel.
And user tries to add a new menu item or new page then techincal error is displayed.

Expected:-->Either show more user-friendly warning like " can not edit or do any changes in the inherited channel"
2.Or we should not allow user to edit the page & menu management at all in subchannel.
