Include max inactive interval of HTTP session in keepalive response

The maximum inactive interval of the HTTP session of a webapp should be included in the response of the /keepalive REST call of the RootResource of the page composer module. The caller can then use this value to minimize the number of keepalive calls (e.g. by waiting almost the full inactive interval before calling /keepalive again).
