      Notes:
      Even when a page is locked by someone else, it will be cloneable

      Pages (hst components) that will be cloneable:
      1) pages in workspace
      2) pages in non workspace

      Note:
      2) When a non workspace page gets cloned, it will be de-normalized when it uses nodes of type hst:containercomponentreference
