Document the loading mechanism of the hst-config.properties files

In org.hippoecm.hst.site.container.HstSiteConfigServlet#loadFileConfigurations you can see that a lot of locations are scanned for hst-config.properties files. The properties of all files found are merged. Please document these features to give developers and infra-managers a better insight in these features.
