Backport Page cache may contain stale content

It is possible for a cache invalidation event to arrive while a page is being processed. The response that is built should then not be put into the cache, as it is known to be invalid.

This issue can manifest itself for pages that are expensive to build. If the rate of cache invalidations is low, then the invalid response can be served many times (from the cache).
