Regression: Unable to publish changed channel

Steps to reproduce
1) log in CMS and go to channel manager
2) Click English Website
3) Click Edit Channel
4) Move a container
5) click Save & Close
6) Click Publsih my changes
Expected: channel published
Actual: Nothing happens
Yellow banner 'You have unpublished changes in this channel' remains

Discard also doesn't work
1) Steps 1..4
2) Click Discard and discard changes
Result: Channel lists 'you have unpublished changes'
