fine grained locking: Hst config editor >> pages & components are always locked for any user

1. Login to CMS as admin user
2. Navigate to channel manager >> myhippoproject >> edit channel >> hst config editor >> pages

Expected - admin user should be able to add/edit/remove page.
Actual - "This part is locked" is shown and user unable to perform any action.
