Regression: Fully qualified links don't work

Fully qualified links don't work.

In hst:html tags or hst:link tags, the fullyQualifiedLinks and fullyQualified attributes don't lead to fully qualified links. However, images rendered by an hst:html tag are fully qualified.

Does not affect version 2.24.10, 2.26.00 or 2.26.01.

To reproduce:

• In Go Green, change a hst:html tag in a jsp to include fullyQualifiedLinks="true"
• Edit a document rendered by the jsp, and add internal links and an image
• Save and publish
• Go to the site, and check the result
  Expected: The URLs of the links and the images should be fully qualified (includes http://...)
  Actual: The URLs of the links are not fully qualified
