Channel manager indicates channel is still locked after publication of template changes

To reproduce:

• Edit a channel in the channel manager
• Check that the channel manager indicates that it is locked in the overview
• Go back to editing the channel and click "Save & Close"
• Publish the template
  Expected: The channel is unlocked in the overview
  Actual: The channel is still locked, and can't be edited by anyone but admin or the lock owner.
