Create an AnnotationsScanner utility

In multiple places in the HST, we need to check for annotations on method, including annotation which are on method of superclasses/interfaces

Since also the solr-content-beans need it, where the solr-content-beans only rely on the hst-api, I want to add the scanning utility to the hst-api
