On content changes, mark all the session pools to refresh sessions, including disposable session pools

Currently, the PoolingRepositorySessionsRefreshEventListener marks the statically provided session pools (excluding the disposable session pools) to refresh session on content changes.
This doesn't seem to be consistent to users.
So, let's change it to mark all session pools including disposable session pools to refresh sessions on content changes.
