Extract functionality of ComposerMountAndVirtualHostAugmenter to hst-commons module

The functionality of the ComposerMountAndVirtualHostAugmenter in the page composer should be extracted into a generic class that can be used by other services that want to dynamically add a mount to the CMS host.
