actionURL is hard for infra to support in combination with https filter and proxies

    Description

      Action URLs are prepended to the URL not appended. This causes all sort of issues from an administration point of view as you cannot distinguish on path anymore.

      (Caching) proxies, access rules, redirects, etc. are almost exclusively configured with prefixes like /preview, prepending breaks those.
