A blueprint should always contain an hst:configuration node

A blueprint should always have an hst:configuration node, otherwise a channel created from this blueprint would share its configuration with all other channels that use the same configuration. Editing the configuration of such a channel would then also edit the configuration of all these other channels, which is undesirable.
