Combine the invocation of PreInvokingValves and invokingValves into one single chain instead of two separate ones

    Description

      Since I moved the CmsSecurityValve to the preInvokingValves of every pipeline, I need to check after the preInvokingValves whether the http servlet response has been committed.

      Ate indicated we should not have to check the servlet response for this, but have a hst api utility for it. Also, I understood from Ate they had done something similar before in jetspeed.
