When having many subsites (say more than 100 or 250), investigate the use of having specialized (per site) session pools only

We already have the SiteNameDecoratedContextCredentialsProvider which should be pretty much capable of doing this, see HSTTWO-1011

However, I think it might need some testing and small improvements due to other changes in the past.
