Move cms.location configuration from hst-config.properties to repsotory

The cms.location in hst-config.properties is used to redirect to CMS in Template Composer and also in the HST surf & edit functionality.

Since this is driven by property file, it becomes very hard to change it during runtime, it should be better if we move this property to repository and HST should pick the CMS location from the repository.
