When trying to find a matching host in VirtualHostsService, try to return a host that *has* a root Mount

When having this configuration, we might run into problems:

acct (group)
org
onehippo
www
acct
hst:root
prod (group)
org
onehippo
www
hst:root

now, the host www.onehippo.com might incorrectly match the host from acct! (onehippo.com and com are also hosts!) Obviously it should return the host with a hst:root attached
