hst pages and components should be editable again now that containers have moved to workspace

in the 7.8 with fine grained locking, the hst:pages and hst:components in hst config editor had become read only. In case coarse grained locking was used, the items were editable

In 7.9, we dropped coarse grained locking support. Now hst:pages and hst:components are never editable any more. however, since hst containers have now moved to hst:workspace, the hst:pages and hst:components can again be editable (and should be locked and published on main config node level, this still needs to be added most likely)
