Import tool - make import tool cluster aware

    Description

      The import tool is the only standard importer we have (all the others are project specific AFAIK). It's not cluster aware, yet 99% of our deployments run in a cluster, this combination is very inconvenient as we always end up with a SPOF.

      Now that the repository scheduler has been exposed[0], can we please make the import-tool cluster aware, so that at least for future implementations we don't end up with this issue?
