Try to find translations also by language code if the document locale has both language and country code

Taxonomy categories can have translations per language. If a document has "fr_BE" as locale, a translation that has locale "fr" is not found.

Improvement: if a document locale has both language and country code, and no translation is found for that combination, then try to find a translation for just the language code.
