Don't merge the CMS locale with the defined locales in taxonomy configuration

When editing a taxonomy, the drop down list of the available locales merges the CMS locale used by the editor in his session AND the taxonomy locales.
Only the defined locales should be available. The CMS locale should not create such a side effect.
