Import Tool - Doesn't recognize "import.signal.inbox" configuration in Windows environment.

The import tool doesn't recognize the configuration for the "import.signal.inbox" parameter in the .properties file.

This is only in Windows.

Also this might be the case for other properties in this file that specify some path
