Scheduler tasks are not cluster aware

A number of services are not cluster aware. A number of clients are using importers which trigger on every node. The scheduler in hippo-utilities and some other forge plugins should allow for (optional) configuration to prevent this. The importers in the client projects can then be migrated to these plugins to take advantage of this fix.
