Use more sensible initialization sequence numbers in taxonomy plugin hippoecm-extension.xml

From the taxonomy plugion documentation [1]:

"The hippotaxonomy namespace uses initialize sequence 10100-10103, so make sure your namespace uses higher sequence numbers."

The Hippo CMS/HST archetype generates a project that uses initialization numbers in the range 10000-13100, so there is a very high chance of getting conflicts when adding the taxonomy plguin to an archetype-generated project.
It would spare developers a lot of time if the sequence numbers were chosen more sensibly (preventing conflicts as much as possible).
