Move content blocks to top or bottom

    Description

      Moving a content block to the top or to the bottom requires multiple 'up' or 'down' clicks- it would be great if there was a single 'to top' and 'to bottom' click.

      Acceptance criteria

      (Please see the attached designs)

      1. Two new arrows (one for 'to the top' and one for 'to the bottom') are added to content blocks in the content perspective

      2. If a content block is already at the very top the 'to the top' arrow is disabled; if a content block is already at the very bottom the 'to the bottom' arrow is disabled
