Tagging plugin contains rebel.xml

The tagging plugin contains a file rebel.xml, which is automatically picked up by JRebel. The file contains a hardcoded developer path that is shown in an error message when a custom CMS that uses the tagging plugin is started with JRebel enabled:

JRebel: Error! Invalid 'dir' defined in class path of rebel.xml (jar:file:<projectdir>/cms/target/work/webapp/WEB-INF/lib/ecm-tagging-4.02.00.jar!/rebel.xml): Directory '/home/frnk/Forge/ecm-tagging/ecm-tagging/tags/ecm-tagging-4.02.00/src/main/resources' does not exist

The file rebel.xml should therefore be removed from the release.
