Resource bundle editor, unclear when adding first value set

When you first create a resource bundle and add a value set, the options to modify or delete a value set do not appear until after you re-load the editor. Adding a value set shows no notification or feedback which can lead to confusion.

1. Create a resource bundle document.
2. Add a value set
3. Delete the value set

the delete button appears

observed:

no delete button until after you re-load the editor plugin
