Resource Bundle Editor: "overridden" checkbox incomprehensible

By adding the "Overridden" checkbox, the resource bundle editor became hard to understand.

To be confirmed: its function is to specify if the value of a key K in locale L should be inherited from the default locale or not, if that value is left empty. I'd expect that this fallback-behavior should be controllable per locale, but the current checkbox is (appears) outside of the locale context.
