Upgrade to latest 7.9 version will not have HIPPLUG 897 changes

The bccm-diff-upgraded-to-next-master.xml [3] contains a not proper recorded upgrade difference with changeId="TranslateGalleryPickerTitle".

The origin of this change is HIPPLUG-897 [1].
The configuration changes made for this issue are not properly done, with as result that an upgrade to 7.9.7 will NOT get these changed.

This is a typical mistake documented here [2]. In the future we need to better monitor and watch out especially for incorrectly recorded differences in the bccm-diff-upgraded-to-next-master.xml which as a general rule should be empty!
