Remove usage and dependencies on deprecated tcmp plugin

The tcmp plugin is deprecated and we must drop the usage and dependencies in the GoGreen.

First step will be copy (override) the dependency management and version property for the tcmp plugin from the release pom into the gogreen main pom.
This will allow removing the tcmp plugin from the release pom.

Next and major step thereafter is removal of the actual usage from the GoGreen itself.
