Properties files have the wrong character encoding

In GoGreen Enterprise RememberMeLoginPlugin_de.properties has UTF-8 character encoding instead of the required ISO-8859-1 encoding.

The java-specification says that properties files should always be encoded in ISO-8859-1. If you need special characters, you should represent them with unicode escapes.
