Create a VM with pre-configured Eclipse etc for building the Installers

Since setting up the Eclipse RCP and the build has many steps it is suggested (by frank) that we create a simple pre-configured VM that can be used to create the installers. The developers who are interested in building the installer should be able just start the VM and follow the instructions to build/export the installer.
