Implement necessary subset of config metadata

HCM-55 will define several new metadata requirements for config definitions. Some of these will be security constraints that can be delayed until after v12 and are captured in HCM-56. Others will be necessary for safely defining configuration without impacting existing nodes in the JCR that are not configuration. This story will cover the scope of those necessary features.
