decide on the usage of Optional in the HCM APIs

Triggered by HCM-63

org.onehippo.cm.api.model.DefinitionNode now uses a mix of two patterns:

• getOrderBefore returns Optional<String>
• getIgnoreReorderedChildren returns Boolean with a possible null value

As a team, we need to decide which pattern to use throughout this API.
