Categories translation is missing for Russian

1. Login to CMS and navigate to Hippo Go Green >> Common >> Value Lists >> Categories
2. Click on translation button

Actual behavior - There is a plus sign on Russian flag - meaning this document has not be translated.

Expected behavior - After Russian language introduction in Go Green, I would expect this document to be translated before we start translating other content documents like Products or jobs or events
