Homepage carousel must not show links for non-available banners

    Description

      The homepage carousel has room for 5 banners. If less banners are configured, still 5 links blocks are listed. There must only be links for the number of banners available.
      For small sites, such as the Russian translated site, there is less content available, and also less banners.
