Change Home Page from Content-based to Template Based

Currently homepage of the go green website is "driven" by the homepage document in the CMS. This creates or encourages unnecessary dependency between the content and presentation. So the homepage needs to be converted to proper HST Template based page where the components are responsible for getting and rendering the content rather the CMS's homepage document.
