The distribution should not contain a log4j configuration that is targeted at development

    Description

      Create a distribution with mvn -P dist create a tar.gz which includes:

      conf/log4j.xml
      conf/log4j.dtd

      The log4j config should not be in the distribution. The log configuration is host/server/application server/logger specific.
